Kenya’s Busia County Controversy Over ICT Centre

Kenya’s Busia County executives are still in doubts over the effectiveness of a one-stop ICT centre so as to monitor and regulate operations within the County which will serve both public and private entities.

The county government allocated Ksh 60 million towards ICT development; which is stil not enough..

Bernadette Muyomi, County Executive Member for Public Service, ICT, Publicity and Intergovernmental Relations  said that the County Integrated development Plan (CIDP) initiative  is aimed at enhancing transparency accountability and operational efficiency in service delivery.

She however expressed concern that the initiative will not be a meaningful if geographical information system (GIS) is not adapted and installed for data capture at the county ICT center.

“Full operationalization of one stop ICT centre will take at least three years. It has to be done in phases due to financial constraints” remarked Muyomi.

Hillary Makhulu, county executive secretary trade, cooperative, tourism and industry exuded confidence in the initiative as a strong indicator to curb financial and other forms of malpractices besides significant compliance in revenue collection, and offer checks and balances in county government institution.

According to county executive secretary for finance, Obimbira Leonard the revenue collection by the use of ICT automated mechanism is posed to increase as compared to analogue system of revenue collection.

He said the initiative will assist in networking all revenue collection centres into one system at the County ICT centre to avoid any spillage through middlemen.

Briefing ASNS from his office, the County Executive member reiterated that automation system will record 95 percent revenue collection as opposed to below 60 percent collection from analogue system.

The confident Obimbira noted that with automation system, the monthly revenue collection will steadily jump to Ksh. 20 million and above.

However, the initiative will also require specialized gadgets like software for physically challenged segment to understand how the system operates.

Already department of culture social services and sports has acquired a specialized laptop which has software that assists the disabled on ICT.

The docket is under Grace Mchuma who is physically challenged.  The constitution of Kenya gives a provision of challenged person in both national and county governments.
