The list of new technology gadgets goes on and on in the new project to be rolled out. The systems to be hosted and operated by telecommunications company Safaricom will cost the government 15billion in their five year contract.
Members of Parliament now demand breakdown of the multi-billion shilling project which has been predicted a fail if the president’s administration decides to roll out the surveillance gadgets without addressing vital issues such as design, personnel, costs and legal questions regarding the procurement and implementation of the project.
Parliament felt that the president did not shed light on the project yet he was already putting it up on television. They also reminded him that the president will be personally liable for putting colossal amounts of public funds into a deal with a profit-making firm without due diligence according to the Constitution.
Terming the opposition on the project establishment as non-political, parliament feels the government should be responsible and that Kenyans also are part and parcel of this therefore deserve explanation.
