William Kabogo Named Kenya’s CS for ICT & Digital Economy in Ruto’s Major Cabinet Reshuffle

William Kabogo, the former Kiambu Governor has been nominated as the Cabinet Secretary for Information, Communication, and the Digital Economy replacing Margaret Nyambura, who has been appointed as Kenya’s High Commissioner to Ghana.

Kabogo, 63, who has no notable achievements as a long serving Juja legislature and Kiambu governor, is seen as a political heavyweight unlike Nyambura and can deliver the Kiambu votes needed as President William Ruto courts the region again.

State House Chief of Staff Felix Koskei said the move is to realign ministries, state departments, and foreign service positions for enhanced service delivery under Ruto’s Bottom-Up Economic Transformation Agenda (BETA).

The reshuffle comes just days after President William Ruto visited his predecessor Uhuru Kenyatta in his Ichaweri Home in Kiambu. Uhuru is said to be positioning himself as the central kingpin and his members being in cabinet will give him the influence over the region and give Ruto the votes he needs for his 2027 reelection.

Other appointments include Mr. Kipchumba Murkomen, who has been reassigned to the Interior docket, replacing Kithure Kindiki, who is the current Deputy President. Murkomen was recently the CS for Sports and previously the Cabinet Secretary for Roads, Transport, and Public Works.

Former Nakuru Governor Lee Kinyanjui was nominated as CS Ministry of Investments, Trade, and Industry and Salim Mvurya reassigned to the Ministry of Youth Affairs, Creative Economy, and Sports. Former Sports CS Ababu Namwamba as Permanent Representative to the United Nations Environment Programme (UNEP) and the United Nations Office in Nairobi (UNON), .

Former Health CS Mutahi Kagwe will lead the Ministry of Agriculture and Livestock Development.

Margaret Nyambura’s tenure as ICT CS was short lived and she has no notable transformation in the government. Being an academic, she lacked the muscle needed to turn things around in a ministry that needed a lot of political stamina and goodwill to be overhauled. No CS has been able to transform the ICT ministry and for long it has had monotonous plans and policies carried on from regime to regime.

Kabogo, who might have no clue about digital transformation has the political experience to take on cartels at the ministry and with the president’s ear, he is expected to do some transformation to benefit the youth whom Ruto is looking to for 2027 re-election. Kabogo will be important for the youth vote and the vote transmission from constituencies to the national tallying center.

As the president’s man in Kiambu, Kabogo is able to turn the electoral technology systems around for his boss’ good.
