San Juan, Cash Aid, and Recovery

In light of COVID-19’s devastating effects, the Philippine government has been doing its best to cope with the situation. The Recover as One Act 2 is already on the roll to distribute needed aid to those who are affected, prioritizing the poorest and most disadvantaged members of society to those who have directly infected by the virus.

 An example of this happened in San Juan City where the Philippine Red Cross, together with the local government, distributed cash aid amounting to PHP 3,500.00 and PHP 2,000.00 worth in relief goods to those who have recovered from the COVID-19 virus.

 The number of recoveries is some 210 patients plus the initial 90 recoveries bringing the total to 300. Who determined these individuals? According to the report, it was the Philippine Red Cross who chose the 300 people.

 As for those who were not directly infected and recovered, the non-government organization picked another 787 residents from West Crame in June and July. Since jobs have either been stopped or suspended, displaced workers were also allowed to work for cash in the local government’s cash for work program wherein the participants received PHP 3,500.00 for their work.

 As far as the disease goes, performing mass testings had been done where they were able to test from 2000 to 3000 people in 7 days. With an effective testing campaign, it was determined to be a key factor in reducing the spread of the disease and therefore decreasing the number of active cases.

 How are the tests instrumental in reducing the infection rate? According to Mayor Francis Zamora of San Juan, those who have been identified positive for the virus have been isolated along with their contacts. He added that this style of contact tracing reduced the number of infected from 640 last September 2nd to only 89 on October 27.

 So far there are 2,913 recoveries from COVID-19. As for the funding, the tests were handled by the Philippine Red Cross but the finances were shouldered by the local government.

According to the Mayor, this financial help saved the government from diverting millions of pesos in cash from other financial responsibilities like relief efforts, quarantine facilities, and their medical center. This also helps the local government focus on other necessary measures while the PRC took care of the mass testing. Despite all these efforts, the local government is hopeful they will reach zero cases by the end of the year.

 Now obviously, not everyone can avail of these benefits from the government, considering the limited budget. It can’t be helped that some people will have to be prioritized for the time being.
