Somalia’s Hawala Money Transfer Used To Arm Al-Shabaab

Hawala, the unregulated and traditional Somali transfer that works with a network of agents is allegedly funding the transfer of fire arms from somali to Kenya.

A broker in Garissa, North of Kenya named Husein Aden said that weapons are being transfers without having to move them physically just like money is transferred.

This is how it works, a client pays a broker the money they wish to transfer, the broker then calls his counterpart at the transfer destination authorizing the payment. On the delivery side,the broker pays the recipients with his own money while charging a two percent commission.

“Hawala money is getting into the pockets of Al-Shabaab, we need an immediate crackdown on hawala brokers and we need to use Somalis who are against terrorists to smoke out this network of traders.”  said Yusuf Muhamed, a high-ranking police officer

Ibrahim Ahmed from local NGO Northern Kenya Caucus said that weapons are shipped from Russia and Ukraine to Somalia and find there way to East Africa through the porous border between Southern Somalia which holds the Al-Shabaab.

It is believed that the militia group uses the hawal transfer  service to buy the smuggled weapons for their counterparts in Kenya as well as other parts of East Africa.

A person in Somali will give their local broker the weapons they wanted transferred and a broker in Nairobi would give the weapons they have in possession to the recipient, the original weapons will not have moved.

Francis Mugatha, an immigration official at the Kenya-Somali border, said: ” hawala was being exploited, particularly in the trade of weapons. The gun business is thriving in areas such as Nairobi’s Eastleigh suburb. They continue to use a network of ‘hawaladars’ to fund their operations, such as paying for Al-Shabaab trainees. Further, this is how Somali militia groups in North Eastern Province are being financed.”

This transfer system is under investigation in Kenya as it is believed that the Al-Shabaab where using the system together with unregistared SIM cards that could have helped in the recent attack at the Westgate shopping mall.

“Cracking down on unregistered SIM cards is only addressing the communication part, but we need to hurt the terrorists by blocking routes where their money moves. At this time in the country, it is very dangerous to have money moving around unregulated,” said Yusuf Muhamed, a high-ranking police officer.

The Central Bank of Kenya (CBK) outlawed the use of hawala in April by releasing guidelines that required operators of cash-sending firms to register with the bank and pay a Ksh.5 million ($ 58,800) for a license. Operators also have to maintain a minimum capital of Ksh.20 million ($235,300).

“Hawala money is getting into the pockets of Al-Shabaab, we need an immediate crackdown on hawala brokers and we need to use Somalis who are against terrorists to smoke out this network of traders, the same way Somalis assisted in driving out Al-Shabaab out of southern Somalia,” Muhamed said.

The main problem in the transfer service is that it is not registered and not the service, which it should be just like the mobile money transfer system.

The service was expected to shut down on Oct 16 as Barclays bank announced that it would no longer provide services to hawala due to their likelihood to buy world’s best air rifles using the cash. Kenya’s Ministry of Finance suspects that the money transferred through this service comes to about $70 million monthly, but have no records to prove this.

Having limited baking services, M-Pesa does not work let alone other mobile money transfer services leads to this being the only mode of transfer, even Aid agencies including United Nations. So from that reason we cannot entirely put it off.

Kenyans To Pay Their Taxes Via SMS

Kenyans are set to pay their taxes via their mobile phones, thanks to a new service launched by the Kenya Revenue Authority (KRA) which uses Short Message Service (SMS) and USSD technology.

With the help of Japan International Cooperation Agency (JICA) through its Customs Administration Capacity Building Project has provided the platform with technical support in testing and launching the service.

Taxpayers and their agents will now be able to request for information from KRA through any mobile network operator in the country by dialling the USSD code *572# to access the menu or by sending an SMS request to 22572. The information services that will be availed to you include Domestic Tax Services and Road Transport Service.

KRA, JICA Project and Craft Silicon are looking to expand the service as well as introduce the mobile payment service in future.

KRA Commissioner General, John Njiraini, says the authority also plans to substantially automate its processes with a target to become fully ICT networked with its corporate plan which ends in June 2015.

The authority also has plans to have a fully paperless organisation with taxpayers provided with many way through which they can access their services.

“This process will not only ease tax compliance but will also help greatly in eradicating opportunities for corruption that the current manual environment provides,” said Njiraini. “We also want to encourage the non-compliant Kenyans to take the cue, mend their ways and begin to pay takes.”

Technology seems to be getting its way into the government of Kenya, we will soon say goodbye to the long queues in KRA saving us that precious time as well as cutting out the pest called bribing.

MasterCard Foundation Injects $41.7 Million In Support Of Girls Education In Ghana

The MasterCard Foundation is giving the Campaign for Female Education, Ghana (Camfed-Ghana) a push with $ 41.7 million to support 4,000 girls through Senior High School (SHS) and 2,000 young women through tertiary education in Ghana.

Under this partnership, the first lot which has 70  scholar have been admitted for 2013 academic year to a number of partner tertiary institutions while the first lot of 720 secondary scholars will begin their education journey for the 2013/2014 academic year at selected Ghana Education Service (GES) category A and B SHSs in the Central, Northern, Upper East and Upper West regions.

This package for the secondary scholars in the three northern regions and the Central region includes bursaries, life skills camps and extra tuition, while the tertiary scholars will receive tuition fees, textbooks, accommodation, transportation, meals, computers, a living and communication stipend, and  career service programmes in the final year.

The Camfed-Ghana package forms part of the MasterCard Foundation Scholars Programme for three new partners, Camfed International, Forum for African Women Educationalists (FAWE) and BRAC  who will give scholarships worth $106 million to support  about 11,000 secondary students in Uganda, Ghana, Rwanda and Ethiopia, basing priority on girls.

Through the organisations, the programme identifies academically-talented young people who show commitment to making a difference in their communities, and are faced with monetary challenges.

About 15,000 young people, primarily from Africa, are to benefit from the programme which is designed to provide the beneficiaries with support in all aspects of their lives.

Executive Director of Camfed-Ghana, Delores Dickson, believed that a well-educated workforce would make a great impact on economic growth needed for Africa, now that Africa’s young people under the age of 25 would have reached an estimated one billion by 2020.

She emphasized the importance of ensuring that young people in Africa have a good education to reverse the situation where Africa spent about $ 4 billion annually employing the skills of about 100, 000 foreign expatriates.

Canada wants to tap into the growing talent of entrepreneurship in South Africa in their market as it is actively recruiting foreign entrepreneurs with a unique Start-up Visa Programme introduced by the Canadian government to assist qualified entrepreneurs interested in relocating to Canada.

The western countries are noticing the amount of talent that Africans have and want to take advantage of that, so if the talented African creates something worth while will they come and take Africans to work there so as to benefit both countries or are they just making greener pastures for their people? What makes it worse is that they are looking for people who are past incubation stage, they do not have time to nurture people.

On the flip side it is a good venture into business in the developed nations, the great experience as well as the many other personal advantage, but what is bothering is who is going to develop Africa if we all want to have an experience of the businesses in the developed world, well, not unless one will come  back to invest. South Africa’s FindMyMay Expanding Into Major Cities

Social transport information portal FindMyWay is launching its services to other major cities in South Africa. This App is free and enables commuters to access public transport information from their mobile phones.
The service was launched as a beta mobisite in October 2012 and has provided a one-stop portal of public transport and commuter information for Cape Town. The initiative, launched by successful start-up WhereIsMyTransport, has now opened its platform to all South Africans.
The app will be of service for 15 transport providers across Cape Town, Johannesburg, Pretoria, Durban, East London and Port Elizabeth. It addresses the lack of a centralized place to find public transport information in South Africa. FindMyWay has also made it available as a free app for BlackBerry smartphones running the BlackBerry 7 OS.

“We aim to put everyday transport information at commuters’ fingertips. Our goal is to make public transport more accessible and the experience more enjoyable,” said Devin De Vries on of the founder.

De Vries added that the use of the service through the native apps would provide users with an enhanced and intuitive experience, and that the app in future will be able to warn the users of delays in the routes or change in public transport schedules in a timely manner.”By making public transport data more accessible, we hope to encourage more people to use public transport as a sustainable daily commuting option. Microsoft & The Lagos State Government Partner To Implement e-Governance

The Lagos State government has signed a Memorandum of Understanding with Microsoft on e-Governance initiatives that will drive governance in the state. The agreement focuses on e-governance in order to better serve people in Lagos.

Lagos governor, Babatunde Fashola, said that the initiative is focused on four cardinal programmes, including; implementation of a citizen relationship management platform leveraging on the existing call center infrastructure, provision of IT infrastructure to support Lagos State health insurance initiative, Information and Technology skill development and affordable mobile devices availability, being a premier partner under the Microsoft4 Africa initiatives, which is centered on entrepreneur support.

Fashola added that as part of the agreement, Microsoft will help train 100 Microsoft certified applications support personnel who will assist Lagos State government and other states in Nigeria to implement Microsoft application and the private sector for both Nigeria and the rest of Africa.

e-governance,by Fashola, will focus on delivering services to the citizens of Lagos State using smart phones and mobile devices while enabling him to monitor the performance of each Ministry, Departments and Agencies (MDAs) in the discharge of services and to monitor all ongoing projects especially those around the medium term budgetary objectives of PATH (Power, Agriculture, Transportation and Housing).

“It will also be used to answer queries from citizens regarding the state services, initiate transactions and eventually to completely offer government services via on-line; constitutes another mode of communication without traveling to the Secretariat. The expected go live date of this initiative is April, 2014”, the governor stated.

Fashola said the health solutions will focus on delivering cloud based solutions that will assist pregnant mothers and patients at the 57 primary health care facilities, which are being upgraded under the health care initiative of the state.

They reiterated that ICT is a platform that any serious government committed to service delivery has to embrace, adding that having a partnership with Microsoft will help the state to meet this challenges.

Algeria’s Mobilis, Wataniya & Orascom Awarded 3G Licences

After meeting technical and financial requirements set by the Algerian telecom regulator ARPT,  Algerie Telecom Mobile (Mobilis), Wataniya Telecom Algerie (Nedjma) and Orascom Telecom Algerie (Djezzy) have been awarded with 3G licenses.
The three have received licenses on a provisional basis and await the regulator’s word on the next phase in the process. The three submitted their bids for 3G licenses before the September 15 deadline which were examined and accepted by the ARPT.
By the end of the fourth quarter the firms are expected to be rolling their network equipment for 3G services in the country. Algeria has a population of around 38 million, over 5 million of whom use internet and over 3 million on Facebook. Introduction of 3G will see a spike in the numbers as some analysts say.

Central Bank of Kenya Policies Threaten Safaricom’s Mobile Money Dominance

The Central Bank of Kenya (CBK) wants new mobile money policies to be put together, this policies could crush Safaricom’s command in the mobile money market.

This regulation is set to force the leading mobile network provider, Safaricom, to open up its mobile money offering M-Pesa to other payment service providers is on the cards in Kenya.

Safaricom launched the M-Pesa mobile money system in Kenya in 2007 and ever since the service has grown to making approximately half trillion transactions by the end of June 2012,

The growth of this service has even prompted financial institutions to launch mobile money systems in Kenya as well as cause other networks embark on the mobile money venture.

Safaricom has 70 percent command in the mobile money market which is said to be shutting out other players as well as hurting the consumers due to the lack of interoperability among the money systems in the country.

For this reason CBK has recommended that, as part of its ‘National Payment System Draft Regulations’, all electronic-money issuers in the country should use open systems capable of becoming interoperable both locally and internationally.

“E-money issuers are encouraged to enter into interoperable arrangements ,” reads the CBK’s recommended regulation.

Safaricom has shown opposition to similar calls in the past but this ti,e no report of any comment from Safaricom regarding the new regulation.

“All stakeholders including ourselves are keen to support the CBKs initiative to strengthen the e-payments policy environment,” Safaricom has said in a statement.

The public has until October 18 to make their recommendations regarding the proposed regulations.

Its about time there is equity in the mobile money market, Safaricom should start experiencing fair competition. However will this have an impact in the mobile money market returns?  How will the consumers  get to benefit? and will it affect the quality of service that Safaricom has given because frankly Mpesa has the minimal service errors.

South Africa’s Network Platforms Launches New Last Mile Fibre Solutions

South Africa’s Network Platforms has today launched a new fibre product to augment their existing offerings in the fibre to the business space geared to compete with ADSL services in the market.

According to Warwick Ward-Cox, MD of Network Platforms,“There are inherent weaknesses with ADSL that some businesses want to avoid; Best Effort Service, asynchronous connectivity, higher latency as well as not having a fixed public IP are some of the hurdles for businesses to overcome. Our Fibre products offer low latency, synchronous connections, on an SLA with fixed public IP’s.”

Therefore the launch of the 5 Mbps fibre connection for under R4,000,  10 Mbps for under R10,000 and other packages are available up to 100 Mbps is expected to lower the barrier to entry for companies wanting a fibre service.

Kenyan Firms Launch Mobile Technology To Remotely Monitor Boreholes

019Kenya’s Davis and Shirtliff, a supplier of water related and alternative energy equipment and Lorentz, a solar pump manufacturer have together launched a new application that can help borehole owners remotely manage their boreholes by phone.
Dubbed the Lorentz pump scanner application, the Android app is expected to help customers and technicians to remotely monitor borehole performance and stem water wastage from boreholes.

According to Alec Davis, CEO Davis and Shirtliff Group, “Customers are now able to track the pump performance and get a technician on site. Whenever they note an abnormal trend in their boreholes output, unlike before, when the biggest problem with boreholes has been that when they malfunction, a technician has to check all parts.”

The PS controller application can store data for up to 2 years, keeps records of the pumping activities showing how much water is being produced, at what rate, the amount of power being used, and the length of each pumping session. Once a pump is switched on, the app sends data on voltage and pump rotation via GPS to the Lorentz database, where it is stored. It is then sent to the clients’ laptop or phone.

Costing just cost of Sh60,000 with a monthly service charge of Sh2,600 shillings, the PS controller application also enables one to remotely switch off a borehole thus enabling control of the amount of time a borehole is functioning.

“We developed the technology for preventive maintenance for clients and also to give customers more control of their pumps,” said Kai Reinecke Channel Manager at Lorentz.  The remote pump controller replaces site technicians whenever there is an abnormal output, or a pump had broken down.

Davis and Shirtliff recently partnered with World Vision on a Sh3 million solar powered borehole pumping installation providing water to 2000 people and 20,000 livestock with 80m3 of water per day in Wajir, Northern Kenya.

Orange Has Unveiled Customized Ring Back Tone Service For Its Subscribers

Orange has launched the Custom Ring Back Tone (RBT) service for its Orange mobile subscribers, set to enable the users to modify their ring tones by making their own content.

Conventional tones hold clips of pre-recorded and pre-selected music or other audio content that replace the standard ringing sound that incoming callers would normally hear while waiting for their calls to be answered.

 “The Custom RBT service therefore goes to demonstrate our commitment to our customers by delivering a stronger value proposition that is focused on more service options available to them,” said Orange CEO, Mickael Ghossien.

Also known as Caller Tunes, the Custom Ring Back Tones allows customers to control and extend their branding, promotional and advertising initiatives through this communications platform.

“Our customers will be able to make use of this service as a platform through which their businesses or commercial ventures can be advertised when calls are made to their phone,” says Ghossein.

In order to this, customers sends an SMS to 1352, which costs Ksh.20, stating the message content to be recorded. The tone is recorded within 24 hours and a code is sent to the customer. They then send the code given to 7700 to set the tone as their default RBT.

The custom tone is valid for 30 days where a daily subscription fee of KSh 1.67 is charged to the customer for having the tone. A user can continue with the current subscription at the end of the validity period or change the ring back tone or unsubscribe from it. A three day grace period is provided to allow for renewal of the subscription.

Orange has taken this advertising to another level, and made it very cheap, it has beaten Safaricom in its own game, the Skiza tune, business is always good when you are leading, let’s  see how far Orange will go and it it will get more subscribers from the business entity.

The grapevine says that the new device will be lighter and thinner than the predecessor. The specs of the tablet expected is said to have an improved camera and will use Apple’s new 64-bit A7 chip, which can also be found in the iPhone 5s.

The device is said to have the Retina Display and powered by the A7 chip, well, now that it will use some of the features that the iPhone 5s has, it is yet to be established if the device will have the Touch ID fingerprint sensor which is on the iPhone.

Whether the tablet will be the iPhone 5s in a bigger size or has new features that surpass the current iPad is yet to seen and criticized, lets leave all this for 22nd October.

Microsoft Ventures Partners with 88mph to Support African Startups

The firm said it chose 88mph for its proven model of helping launch and secure funding for innovative African startups. The two will provide startups with mentorship, technology guidance, seed funding, joint selling opportunities and more.

Microsoft Ventures takes a holistic approach to helping startups get off the ground through a community evangelism program including Microsoft BizSpark, an accelerator program and a seed fund that works with startups worldwide. The expansion into Africa was conducted as part of the recently launched Microsoft 4Afrika Initiative and will therefore prioritize startups in key sectors including agriculture, education and healthcare.

Kenya’s myTicha Mobile App Teaching 3-Year-Olds Swahili

Kenya’s myTichaa mobile app wants to teach kids 3-9 years Swahili in a fun and engaging way. Developed by Kevin Mukhwana and Allan Mukhwana, the app has over 200 colourful puzzle pieces, over 20 jigsaw puzzles of various objects with Swahili names and has no Ads or In-App purchases.

The app has an easy to use interface with no confusing menus and kids can use it on tablets and any phone with a big screen. Though build specifically for preschoolers parents can play with their kids to help them develop spatial recognition, matching, tactile, and fine-motor skills.

Kids see an outline of an image, slide and snap colorful puzzle pieces into place to reveal the image, then a Swahili word appears at the bottom of the image, and a voice reads the word aloud to teach the child. The voice also congratulates the kid for completing the puzzle.

“Children enjoy success time after time and receive positive reinforcement from the clapping and cheering so they want to keep playing and learning,” the developers added.

Allan told TechMoran that they are working on a paid version of the app which they will soon release into the market.

Startup Tips: 5 Ways In Which We Funded Our Startup

 StartupsIndia’s KooKoo, an Indian-based startup that takes phone commands from you and executes them on your behalf to the caller, serving notable clients in India raised funds in different ways. We found them outstanding and knew you would enjoy them this Saturday, so we have republished their blog post on just how they did it.
1. Bootstrap/Self:

This is the primary source of funds for us. We have a cloud telephony platform, and a couple of products, a cloud call center and a cloud PBX which have proven useful enough to businesses that they are paying us a monthly fee for using those products :). From the beginning, we have run a lean process and had one eye on our expenses so that our expenses were never too much over our revenues. During the initial stages when we were building the product and doing R&D, we used the savings of the founders to fund KooKoo.

2. Friends and Family:

The advantage of doing a business in India is that family will always help you out. We the founders have borrowed heavily from friends and family who just loaned us the money with out any questions(and without any interest :)). Most of the loans have now been re-payed.

3. Employees:

At one point in our journey, in our second year of KooKoo, we needed to raise more money. So instead of going the normal route, we gave an option to the employees to buy some stock. We were surprised at the enthusiasm. Guess, people just believed in what they were building 🙂
We raised ~$75K using this means.

4. Customers:

After our second year, we reached out to our top 10 paying customers and gave them an offer of 20% discount if they pay yearly. 4 took the offer and 1 customer(well known in startup circles,sorry can’t disclose the name) did an Angel investment.

5. Angels:

A couple of HNIs who are also friends with the founders have pumped in $300K as Angels.

The one segment from which we have not yet raised funds from is vendors. Though it was not because of a lack on interest, the terms just did not work out.

As you can see, if we think creatively, we can raise money needed for a business in different ways.

Startups ought to know the importance of starting first and remaining fast. A lesson ,most startups should learn instead of waiting for clients to come for them. Below is a blog post on why startups should start selling before they launch.

This was something that my ex-boss drilled into my head at my previous startup. It took me some time to appreciate the power behind this one simple sentence, and I was lucky enough to implement and benefit from it while launching LocalOye!

At LocalOye we are building a commerce engine for the events industry and launched recently with the first feature, a platform to discover and book venues. We went from idea to live platform in 4 weeks; and we could have waited for the launch before we go on sales mode. But we did not; and reached out to venue seekers and event planners from Day 0 itself – we set up a one pager website, specd out the detailed designs and started building it. Parallely, we built out Google Forms and PDF templates to suggest venues to people who were signing up. We even did small Google Adwords and Social Media pushes which got us 11 active leads. We sent emails to the leads, went to the venues with them personally, and even got on late night skype calls! Out of the 10 leads, we were able to service 6, and convert 2! Which meant we actually had a small amount of revenue, even before launching the product! 🙂 The amount was nominal (thankfully the ticket price of this industry is pretty big, with an average of Rs. 50,000/- per event) but it was revenue nonetheless and gave us great confidence.

Why should every new startup idea follow a similar approach, you ask? Well read below! Of course, there are times where this is not applicable like B2B solutions (enterprise sales sometimes need you to have a perfect product) and SaaS tools – but the following points should serve as a good template to keep in mind if you are building a digital product.

1. Helps validate your idea
No matter how awesome you think your idea is, it is NOT unless and until a few people out there have said that they will pay for it! 🙂 By quickly hashing out a rough and manual process for the product, you save time and money while also validating the startup idea. We have seen way too many ideas that sound great on paper, but fizzle away during execution over a few months. Or worse, they were simply not feasible because of legal or scalablity issues.

2. Helps improve your product 
Talking to your end customers while you are making your product is a great way to know which feature set to launch with. It will help you narrow down on what is the MAIN pain point the user faces and what is the BEST way to solve that. It helped us to define the product roadmap at LocalOye immensely, and we could make decisions based on actual feedback and not just gut calls.

Time is your biggest enemy. Most startups fail not because they run out of money, but they ran out of time to figure out what to build and sell. Keeping an approach of always selling-always building will make sure that you are always running and focusing on keeping the momentum alive. And especially in the world of digital products, the barrier to entry is very low and most of the times your idea has already been done before.

4. You build a good pre sales lead pipeline
I think this is the best part 🙂 By keeping in touch with your potential customers they already know about your product and is a sure shot entry into the door when you have a proper product to pitch to them. Even if some potential customers give you bad feedback because your manual process/hack did not work properly, they will still remember you!

5. Gives you a really good high and confidence!
This one is pretty obvious, no? That feeling you and your team will get when a customer comes to you and says that they really needed this solution. Or better, they are happy with your service! That euphoria itself can carry you over a few more rough patches, which you will surely hit before you launch.

South African mobile service provider Cell C passed a complaint with the Competition Commission against mobile operators, MTN and Vodacom, for anti-competitive conduct.

The complaint was directed to the manner in which the mobile operators discriminate between their on-net and off-net effective prices, which has a direct impact on smaller operators’ ability to acquire new customers.

“The two dominant incumbents discount their effective on-net prices substantially while charging a premium for their customers to call off-net. This amounts to discriminatory pricing and is without doubt anti-competitive when adopted by dominant operators,” says Cell C CEO Alan Knott-Craig.

Cell C has been intensely competing on all fronts with the ultimate aim of driving down prices for the consumer, which is also beneficial for Cell C.

“Customers that call off-net are being penalized often without them realizing it. With number portability, customers don’t always know if they are calling on- or off-net anymore, so they don’t actually know what rate they are paying,” says Knott-Craig.

Regulators, in many mobile markets, are opposed to differential on-net and off-net pricing, and in some instances, dominant mobile network operators are facing stiff fines for this kind of discriminatory pricing, which locks in customers and prevents switching.
